CMB, an acronym standing for “California Military Base”, aims to be the finest EB-5 Visa Regional Center program in the United States. CMB achieves this by designing an EB-5 investor program that obtains the best possible outcome for all the parties involved: the foreign national investor, the communities contained within the CMB Regional Center, U.S. workers, the federal, state and local governments. CMB, by generating at least ten new American jobs per investor, creates an engine for the economic development of the region. In short, CMB aims to foster a “win-win” scenario for all parties involved. CMB realizes this “win-win” scenario by targeting those communities devastated by the tremendous job loss and economic stagnation due to the closure of military bases served by those communities. This targeting of high unemployment areas allows our foreign national investors the ability to place $500,000 in the investment instead of the higher statutory requirement of $1 million. CMB further achieves the mission by creating highly secure investment opportunities for EB-5 investors that meet the all legal requirements, generate a reasonable return and create economic opportunities within our geographic scope containing the former military bases.

GEOGRAPHIC SCOPEThe geographic scope of the Regional Center is centered on closed U.S. military bases in California, hence the acronym, 'CMB' (California Military Base). There are six former military bases located in the area known as the “Inland Empire” in Southern California and the County of Sacramento in Northern California: George AFB, Norton AFB, March AFB, McClellan AFB, the Sacramento Army Depot and the Mather AFB. CMB’s specific focus is those former base areas located in these two regions that have been adversely affected and impacted with high unemployment by the BRAC closures.
GOALSCMB has accomplished much since the date of its founding while the business, legal and regulatory climate has continued to evolve. Yet the basic concept of CMB has not changed. CMB has continued to research and implement investments in those military bases in California associated with its Regional Center designation. CMB’s broad goals are three fold:
1) Qualify the investor for a permanent visa under EB-5. In short, we strive to be the best EB-5 Investor Visa program in the marketplace. We do this by establishing various limited partnerships that serve as an investment vehicle to make the above described investments that simultaneously provide the best opportunities for foreign nationals applying for an EB-5 visa with the USCIS. This goal is specifically met by assisting those California communities which have experienced adverse economic effects due to federal military base closures. We make direct investments in private enterprises as well as public investments in state and local government economic development authorities charged with the redevelopment of the closed military bases located within the CMB Export Regional Center.
2) Return the original investment capital to the investor. We believe investing with government agencies associated with joint power authorities meets the criteria for the at-risk investment while at the same time is as safe an investment as we can find. Other EB-5 programs loan to individuals and companies, buy real estate, buy farm land, and make other investments. Each of these investments has a multitude of potential problems and are, in our opinion, far riskier than investment in a governmental agency. Furthermore, in many cases our funds are utilized as “seed” funds required for state and federal grants. Utilizing this structure allows us to, in effect, multiply the funds invested. The more funds invested in a project usually means more jobs created. This multiplication factor insures plenty of evidence of job creation when the client files his/her petition for condition removal.
3) Secure a return on investment for our investors. Notice that the return on investment is third on the list. Why? If the investor is looking for a return on investment we feel they are the most qualified to invest their own funds. Immigration EB-5 based investment in most cases is not the hottest investment available in today’s global market. The #1 reason the investor is considering an EB-5 investment is the permanent visa. Considering they (the investor) have acquired considerable net worth and they are sophisticated investors and understand the perils of high risk investments, CMB believes that a safe investment that provides a minimum of risk, thereby offering the investor confidence they will receive the original capital back and still meets the “at risk” requirement of the EB-5 program, is preferable. We will endeavor to provide our investor clients the highest investment return possible. However , we do offer funds to the government agencies at low rates to be competitive within the marketplace.
